They may not be able to provide a decent standard of living for their people, but the Communists in China (as the former Soviet Union did) sure know how to do science.
In the US, "scientific research" is a gravy train for corrupt corporations and universities which get billions of government dollars to play with every year.
In China, science and the products of science (mainly weapons) are a serious business where fooling around is not tolerated.
As the US fiddles with drones and software to surveil its own population, China builds offensive capacity (hardware) at bargain basement prices.
