This is an ad by the California Army National Guard.

It's a job little discussed - with the public at least - but the military trains and employees tens of thousands of people in how to spy on people, write reports on them and recommend and engage in dirty tricks against them.

First, they learn how to apply these skills against the enemy.

Then they take their "enemy" mentality and apply it in their civilian jobs at the CIA, NSA, FBI, DHS, ATF, or just as garden-variety cops, not infrequently against the civil liberties of Americans.
