Police are being given military weapons and they're being taught they can do pretty much anything they want. Lawmakers and judges are shredding the Constitution on a near daily basis.

The film ends with an optimistic call to action. The solutions are stated a bit more vaguely than the problems, but it's an interesting film nonetheless.
