In this video, a cop is recorded as he admits that cops arbitrarily make arrests to make the city money and meet "their quota".
He even tells these kids that he's "the guy that can make [their] record dirty".
As the kids call him out for his hypocrisy, he begins yelling and asserting his overbearing authority.
