But it also looked like a phone company van which it was - bought fair and square.
It was going where it had no business going in full view of the cops, so they assumed it was on emergency duty.
This episode reminds us how important appearances are. Combined with nerve and attitude, appearance can induce authoritarian figures to wave you through.
