Here's how it worked. Select IRS officials claimed - truthfully - they didn't know where the e-mails were. They didn't know because they were idiots.

But the e-mails were NEVER lost.

When asked a direct question with evidence that the e-mails were in fact not lost, the lying piece of shit attorneys who work for the IRS had to admit the truth. The "missing" e-mails exist, but in "it will be difficult to achieve them."

"Difficult" is a subjective term so they can't be hung by it, but again, they're lying.
