This comes from the documentary "The Police Tapes" which came out in 1977. It was directed by Susan and Alan Raymond.
It was filmed in the South Bronx in the 1970s when the Bronx was literally burning every night.
This remarkable clip is from the top police commander of the Bronx from that era. His clarity and honest about the situation is startling.
