Brazil & the EU have thumbed their noses at the USA.
And can you blame them?
They are building an undersea communications cable - which carries internet traffic - directly from Brazil to Portugal.
The intention is to eliminate NSA spying, as there is no direct US/UK/Australia/Canada/NZ access to the cable.
