"Rebel forces in Syria..."

If by "rebel" you mean non-Syrian religious extremists who've been hired and funded by countries like Saudi Arabia, Turkey, and Qatar to destabilize Syria for fun and profit, then yes, there's definitely a lot of "rebel" activity in Syria.

So when the US says they want to aid the "rebels" (which no doubt they've already been doing already), that's who they're talking about.

By the way, who is the most likely source of the chemical weapons used in the recent attack?

Saudi Arabia.
